The program, put in place in 2008 but never fully implemented, was a major threat to US consumers access to seafood. The intent of the sponsors in 2008 was to eliminate pangasius imports, along with imports of Ictalurus catfish, which is the only official species of catfish recognized by the US Congress out of 400 catfish species world wide, following lobbying by the catfish industry a decade ago.
