Combat IUU Fishing

The revised Fisheries Law was passed by the National Assembly on November 21, 2017, including two chapters on fishing and fishing vessel management. Section 4 in Chapter IV of the Law containing two articles 60 and 61 on illegal fishing, details 14 acts that are considered as illegal fishing and the certification of fishery origin from exploited.

The Fisheries Law (amended) has been passed by National Assembly delegates at the 4th session of the XIV National Assembly. The amended Fisheries Law has new points to facilitate the development of the island marine economy, raise awareness and responsibility in the management of fisheries resources under the international law on IUU fishing (illegal, unregulated and unreported fishing). Related to this issue, the VNA correspondent had a talk with Deputy Minister of Agriculture and Rural Development – Mr. Vu Van Tam.

In response to Việt Nam receiving a ‘yellow card’ from the European Union, indicating the union’s dissatisfaction with Việt Nam’s efforts to fight illegal, unreported and unregulated (IUU) fishing, the National Assembly last week passed the revised Law on Fisheries. The revision has new features to strengthen the IUU fishing fight and help Việt Nam win the removal of the yellow card. Deputy General Secretary of Vietnam Association of Seafood Exporters and Producers (VASEP) Nguyễn Hoài Nam talks with Việt Nam News reporter Tạ Thu Giang about the country’s methods to raise awareness for the responsible management of aquatic resources.

The European Union is ready to support Vietnam’s seafood industry, but it has to review its fisheries management and address its shortcomings, the First Counselor of the EU Delegation to Vietnam, Miriam Garcia Ferrer, told a meeting in HCM City on November 9.

(vasep.com.vn) On October 23rd 2017, on the website: europa.eu, European Commission has published the Press Release on warning Vietnam with a "yellow card" over insufficient action to fight illegal fishing.

(seafood.vasep.com.vn) On 24th October 2017, at the headquarter of Vietnam Coast Guard in Hanoi, Vietnam Association of Seafood Exporters and Producers (VASEP) and Vietnam Coast Guard signed a Memorandum of Understanding on the cooperation in combating IUU fishing and strong determination together with the Government and relevant units on building Vietnamese fisheries sustainably and effectively. Lieutenant General Hoang Van Dong, the Command's Political Commissar chaired the conference.

(seafood.vasep.com.vn) In the morning of 11th October 2017, at Sheraton Saigon in Ho Chi Minh city, National Oceanic and Atmospheric Administration (NOAA) and VASEP co-organized the conference on IUU and US seafood import monitoring Program (SIMP) with an aim to discussing issues relating to SIMP and program on combating IUU fishing of the U.S.

(seafood.vasep.com.vn) In context of increasing issues related to sustainable development of fishery, regulation on IUU fishing is a big concern of Vietnam fishing. Concerning on the risk of yellow card issued by EU in the same way of some countries, so far VASEP has many cooperation programs and action together with Ministry of Agriculture and Rural Development (MARD) and Directorate of Fisheries (D- Fish) and the fishing community, showing the strong commitment in compliance of IUU regulations and accompany with MARD, D-Fish and relevant state agencies.

(seafood.vasep.com.vn) On 11th October 2017, at VASEP office in Ho Chi Minh city, Mrs. Nguyen Thi Thu Sac, Vice Chairman of VASEP, Chairman of VASEP marine product Committee (VMPC), Chair of VASEP’s IUU Steering Committee VASEP General Secretary Truong Dinh Hoe and all members of the IUU Committee hold a meeting with the experts from National Oceanic and Atmospheric Administration (NOAA).

(seafood.vasep.com.vn) On September 25th, 2017, at the conference "Vietnam marine product companies commit to combating IUU" held by VASEP, marine product enterprises agree to establish the Steering Committee of fisheries enterprises on combating IUU under VASEP. The Steering Committee includes 10 leaders from 10 marine product enterprises.

Attending the meeting, there were Mr. Tran Van Minh, Vice Chairman of The National Assembly Committee for Science, Technology and Environment; Ms. Nguyen Thi Le Thuy, Deputy Head of the National Assembly delegation in Ben Tre; Deputy Minister of Ministry of Agriculture and Rural Development (MARD) – Mr. Vu Van Tam as well as more than 100 representatives from MARD, sub-departments of Ba Ria Vung Tau province, Tien Giang province, marine product enterprises and the media.
