(vasep.com.vn) On November 15th 2012, Ministry of Finance (MOF) issued the Circular No. 196/2012/TT-BTC on stipulating electronic customs procedures to commercial imports and exports.
The Circular No. 196/2012/TT-BTC replaces MOF’s Circular No. 222/2009/TT-BTC guiding the pilot implementation of e-customs procedures based on the Decision No. 103/2009/QĐ-TTg amending and supplementing some articles of the Prime Minister’s Decision No. 149/2005/QĐ-TTg of June 20th 2005 on the pilot implementation of e-customs procedures.
Some new points of the Circular No. 196 as follows:
- E-customs procedures shall be automated with three plus phases (including inspection, registration and flow distribution of declaration forms).
- Supplementing further subjects which are allowed to exchange information with customs agencies via the customs electronic data processing system. It makes e-customs procedures become truly automatic.
- Repealing regulation on submitting electronic documents for preliminary examination of customs agencies before customs clearance with an aim to ensuring the consistency of customs procedures and finalizing flow distribution of declaration forms between customs administrative procedures and e-customs procedures
The Circular will come into force from January 1st 2013.
