The official letter No. 23: Petitioning abolishment of extracting 2 percent from salary for union dues.

(vasep.com.vn) In March 6th 2012, Vietnam Association of Seafood Exporters and Producers (VASEP) sent the official letter No. 23/2012/CV-VASEP to the National Assembly of Socialist Republic of Vietnam, the president of Socialist Republic of Vietnam, the Prime Minister on petitioning the repeal of regulation that enterprises must extract 2 percent from salary for union dues under the draft of a new union law.

At the article 27 of the draft, union’s finance comes from:

a) Monthly union dues paid by trade unionists

b) Union expenditure paid by agencies, organizations, units, enterprises from 2 percent of employees’ total salary.

The State Budget Law defines that the State Budget shall ensure finance balance for socio-political organizations. General Confederation of Labor is a socio-political organization, thus State Budget must ensure enough funds for activities of the union. Therefore, VASEP and its members said that extracting 2 percent of salary for union dues is irrational.
