The directive 07/CT-TTg to step up the implementation of the public administration reform master programme over the period 2011-2020

(vasep.com.vn) On May 22nd 2013, the Vietnamese Prime Minister issued the directive 07/CT-TTg requiring ministries, agencies and units to step up the implementation of the public administration reform master programme over the period 2011-2020.

The directive establish that heads of State administration agencies, at all levels, are required to take responsibility for organizing the effective implementation of the programme, ensuring the quality of the programme as well as clarifying the gained results and tasks to be performed in association with accountability of responsible individuals, agencies and units. They are also responsible for allocate sufficient resources to implement and enhance honest inspection and objective evaluation of public administration reform results based on regulations issued by the Ministry of Home Affairs.

Annual results from ministries and equivalent agencies, Governmental agencies and the People’s Committees at all levels, will serve as an important base to evaluate the performance, leadership and management capacity as well as responsibilities of their heads. The results are also considered as criteria to evaluate individuals and units’ performance so that they are commended and rewarded, when the evaluation is positive.
