On 29th of May 2013, preliminary decision on countervailing made by the US Department of Commerce (DOC) was published on Federal Register concluded that Vietnam exported shrimp was subsidized by its government. As results, Vietnam shrimp exporters are subjected to high countervailing duty.
Minh Phu Corp and Nha Trang Seafoods Company are assigned countervailing duties of 5.08 percent and 7.05 percent respectively. Other companies are subjected to a duty of 6.07 percent.
The decision is an unreasonable imposition on Vietnam shrimp exporters and producers, which are operating under the market mechanism. Therefore, Vietnamese Government did not subsidize shrimp exporters and producers in any way, in the past years.
Vietnam shrimp export to the US, in coming time, must be impacted negatively by the decision and this factor will cause certain concerns to the US importers.
DOC’s decision is unfair to Vietnam shrimp exporters, which are already subjected to anti-dumping duty. Livelihood of over 600 thousands of shrimp farmers and workers in the value chain, will get worse due to this decision.
VASEP opposes against DOC’s groundless preliminary decision on countervailing duty on Vietnam shrimp. VASEP requires DOC to revise its decision to produce persuasive final results on this case.
