The announcement No. 444: MARD orientation for developing fishery in 2012

(vasep.com.vn) In February 1st 2012, Minister of Ministry of Agriculture and Rural Development (MARD) Cao Duc Phat chaired the meeting with Directorate of Fisheries (D-Fish), representatives from agencies such as Science, Technology and Environment Department, International Cooperation Department, Department of Animal Health, National Agro-Forestry-Fisheries Quality Assurance Department (NAFIQAD), Vietnam Fisheries Society (VINAFIS) and Vietnam Association of Seafood Exporters and Processors (VASEP).

In February 7th 2012, Administrative Office of MARD issued the announcement No. 444/TB-BNN-VP on the Minister’s conclusions after the meeting. In order to solve the existing problems of fish industry in 2012, MARD oriented to restructure for more and more sustainable and effective development. The Minister required D-Fish to clarify major plans and solutions for the development of the fish industry in 2012 as well as directed D-Fish to concentrate on some main tasks as follows
1. Aquaculture:
- Plague in aquaculture must be well controlled. MARD requested D-Fish to state the list of chemicals which are being used in agricultural sectors but are harmful to aquaculture. MARD also urged D-Fish to propose some solutions for treating these chemicals prior to February 15th 2012.
- Fish seed management
- Feed management and input materials used for aquaculture: D-Fish must focus on directing agencies directly under it to implement in compliance to the Circular No. 14/2011/TT-BNNPTNT of March 29th 2011 regulating inspecting, assessing producing and trading facilities of agricultural materials and agro-forestry-fisheries products.
 2. Fishing and protecting fish stocks:
- MARD directed Department of Processing and Trade for Agro-forestry-Fisheries Products and Salt Production in company with D-Fish to assess implementing the Decision No. 63/2010/QĐ - Tag of October 15th 2010 by the Prime Minister of Government on assisting farmers to reduce post harvest losses for agro-fisheries products and recommend the government to adjust the Decision suitable with fisheries industry.
- D-Fish needs to draw out promptly the project “Modernizing fishing fleets” which will be submitted to the Prime Minister by MARD.
- Establishing groups or teams of fishing at sea: In the first quarter of 2012, D-Fish will propose MARD to publish guide handbooks for fishermen in operating at sea instead of issuing the Circular to guide them.
3. Suggestions of D-Fish:
- MARD directed D-Fish cooperating with Department of Animal Health, NAFIQAD, Legislation Department and relevant agencies to adjust legal documents on aquaculture management in favor of administrative reform, simplification (issuing a new circular amending and supplementing the previous Circulars, Decisions).
