The draft memorandum forbids ships of one side to unload the illegal catch at ports of the other side. It also allows the side where the ship of the other side is to arrive to request information about the name, type and owner of the ship, its registration number and international call signs, as well as the amount of fish it carries.

Alexander Savelyev, the head of Rosrybolovstvo's public relations center, said the memorandum could be signed within a month.

Similar memorandums have been signed with the governments of Japan, China and North Korea.

An intergovernmental agreement with South Korea on measures to combat and destroy illegal catches of fish has been in effect since the middle of last year.
